  وأضافت أنه ينبغي أن يكون نص الفقرة 3 كما يلي: ”تشدد على أهمية إعلان هيوغو وإطار عمل هيوغو للفترة 2005-2015: بناء قدرة الأمم والمجتمعات على مواجهة الكوارث، وعلى أولويات العمل التي ينبغي أن تأخذها بعين الاعتبار الدول والمنظمات الإقليمية والدولية والمؤسسات المالية الدولية وغيرها من الجهات الفاعلة المعنية، ضمن نهجها الخاصة بالحد من خطر الكوارث، وتنفيذ الإعلان وإطار العمل، حسب الاقتضاء، وفقا لظروفها وقدراتها الخاصة، باعتبار ما للتصدي للآثار الضارة للكوارث الطبيعية من أهمية حاسمة في جهودها الرامية إلى تنفيذ خططها الإنمائية الوطنية وتحقيق الأهداف الإنمائية المتفق عليها دوليا، بما فيها الأهداف الإنمائية للألفية“.
• Au cours d'un atelier de formation et de consultation sur les déplacements internes en Asie du Sud, organisé par Forum Asia à Colombo en juillet 2006, les participants ont appelé les institutions nationales de défense des droits de l'homme de la région à mettre en œuvre et à rendre opérationnelles les recommandations faites par un précédent atelier régional (Colombo, 2005) et en particulier à appliquer les Lignes directrices relatives aux personnes déplacées à l'intérieur de leur propre pays dans le contexte de catastrophes naturelles: méthodologie commune pour les institutions nationales de défense des droits de l'homme (Guidelines on Internally Displaced Persons in the Context of Natural Disasters: a Common Methodology for National Human Rights Institutions).
  وفي حلقة تدريب وتشاور بشأن التشرد الداخلي في جنوب آسيا، نظمها المنتدى الآسيوي في كولومبو بسري لانكا في تموز/يوليه 2006، دعا المشاركون المؤسسات الوطنية لحقوق الإنسان في المنطقة إلى تنفيذ وتفعيل توصيات حلقة عمل إقليمية سابقة (كولومبيا، 2005) وبشكل خاص تنفيذ المبادئ التوجيهية بشأن التشرد الداخلي في حالة الكوارث الطبيعية: منهجية مشتركة للمؤسسات الوطنية لحقوق الإنسان.
